Topic 4 – Should it be a winner-take-all system or proportional system of representation to elect members to Congress?At every level of government in the United States we use the winner-take-all electoral system. Scholars suggest this is one reason why two political parties dominate in American elections. Write a paper in which you discuss the winner-take-all system. Should the winner-take-all system be abolished and replaced with a proportional system of representation? If yes, why? If no, why not? Make sure to discuss the advantages and drawbacks of each system. Do not discuss the presidential election process. Do not discuss the Electoral College. Focus your discussion on congressional districts.
