The practice of charging tobacco users more is called tobacco rating. The ACA allows for insurance companies to charge smokers up to 50% more than non-smokers through a tobacco surcharge. 2. A United Nations summit on climate change agreed to widen the use of renewable energy and raise billions of dollars in aid for developing countries in an effort to increase the prospects for a wide-ranging deal to slow global warming.
