DISCUSSION 1:
I proposed a program evaluation for a Teen Parenting Program. I selected to complete a panel study for my evaluation because the data that I will be using will likened to an alternative group with my objective being measured more than one time (Grinnell, 2015). The evaluation will comprise of three survey’s yearly per partaker. In order to use ethical applications, it will be required that I meticulously examine the material located on the informed consent form. According to Grinnell (2016) “your consent form must give potential participants a rudimentary explanation of the purpose of the evaluation, procedures, and the participants rights as voluntary participants” (p. 103). Because the design that I will utilize has a longitudinal design, an outline of the material presented to them yearly is largely significant before they concur to participate.
The program evaluation will involve participants under age 18, thereby needing parental consent beforehand. Currently a specific form is used for parents or guardians which requires their signatures which grants consent to placement of their child or children into a home. Additionally, a consent form for evaluation will be added. First, the parent or guardian will sign the above-mentioned form, before signing the informed consent form given to their child. It is noteworthy to know that a student has the full right to denial of participation involving the evaluation process regardless of parental consent (Grinnell, 2015). Being proactive in contacting the participants in advance is also central in determining if any of the participants had a change in mind in being involved in the evaluation (Grinnell, 2016). The focal point for the evaluation will be on 12th graders attending high school, and the supports rendered to them throughout their whole senior year. In an effort to be certain that I am safeguarding the defined standards of ethics, I will give the informed consent document before the completion of their 11th grade year. My rationale for being proactive a year ahead is for the participants to have ample amount of time to first agree to an informed choice to either participate or withdraw.
The data collection component of the evaluation will be examined closely. Because of the size of the organization, the data collection personnel are vital. The higher uppers in the management of the program will be exempt from the data collection because of conflict of interest standards which is unethical (Grinnell, 2016). The incentive for the represented families is a monthly remuneration for permitting a student to live in their home, which is continued post-graduation if a higher education is pursued. Manipulations have the potential to take place due to the remunerations offered which could affect student’s responses in the surveys (Grinnell, 2016). It will be wise on my part in upholding and adhering to the research ethics by selecting someone outside of the program to conduct the data collection. The person selected will be deemed to have no biases towards the data collected and will be someone who I deem most suitable for the data collection process for the evaluation. The decision for selecting a representative to preform the data collection will be a time of the essence ordeal, due to the material being included in the informed consent document (Grinnell, 2016).

DISCUSSION 2:
The program I used for last week’s discussion was local domestic violence shelter. This shelter provides a safe place for women or men who have been abused mentally or physically abused in a relationship with a partner. The goal of the program is to provide counseling and to get of the victims into a stable place to live where they will be safe from the person who is abusing them. This type of shelter is the one only in the county, which means that it gets extremely crowded and there tends to be times where they must turn people away. As a social worker this program is extremely important to a community and the people who really need a program like this.
As a social worker our main priority is to make sure that the clients feel safe and well taken care of. For us social work the code of ethics is something that is so important to our career. Making sure that while doing a program evaluation that we keep ethics in mind is so extremely important to our clients. In my opinion consent and fully discussing of the possible questions, answers and outcomes with the client gives no room for error or for miscommunication. “Social workers should inform all participants of any limits of confidentiality, the measures that will be taken to ensure confidentiality, and when any records containing research data will be destroyed (Grinnell, Gabor & Unrau, 2015).” With the code of ethics to guide us in social work practice it would be tough to understand exactly what is right or wrong based on the client’s needs. For this kind of evaluation in the domestic violence shelter, I would ensure that the clients knew all surveys are strictly confidential and that none of their information would be shared with anyone but the directors. I would make sure that they would know that their participation is not required, nor do they have to feel that they need to do the survey. Also, there are no rewards, gifts or special treatments for doing the survey. Respecting the client’s cultural beliefs are also an important part of a program evaluation. This is important because every culture is so different, so you cannot treat every person the exact same way if they don’t believe in what you are doing.
