As an advisor to the president you are helping to prepare an analysis of the national security issues that she/he must understand as a potential leader in the international arena. It is clearly important for you in your capacity of advisor to address the issue of the increasing loss of human life due to ethnic and religious conflict. You plan to write a short memo on one of these conflicts. The memo is to be four pages, with a short explanation of the conflict including who is involved in the conflict within the country and/or outside, what if any conflict resolution attempts have been made, and the various options possible for ending the carnage and bringing peace.

Tibet is a sensitive and secretive issue in China. For most Chinese people who are not in Tibet, it's not very clear what's going on in Tibet. However, after communicating with some Chinese people in Tibet, some problems are known.

The root of the Tibet problem is the contradiction between the local tibetans and the Han people caused by the uneven distribution of resources and the incompatibility of beliefs. There are 56 ethnic groups in China, the Han is the largest. In Tibet, the local people have a long-standing belief.

1. The conflict between tibetans and Han Chinese began. Historical reasons, contradictions between development and religion.
2. Resources are unevenly distributed and education degree is missing.
3. The paradox of the modern economy.
4. Massive violence a few years ago.
5. The Chinese government's military repression and peace policy.

Hence, in the face of sensitive affairs of other countries, we should know the root cause and development, and do not touch the bottom line in our relations.
