Introduction

A joint effort conducted by the USSS NTAC and the USDOE (Reddy et al., 2001), looked at the many instances of targeted mass violence and mass murders occurring on campuses, as well as domestic terrorism, and this led to the creation of the SSI. This same group also began to consider the intended and unintended consequences of laws and legislation as it relates to students' civil liberties.

During this same period of time, local, state, and federal law makers were being increasingly pressured by constituents to develop laws specifically targeting school violence, which led to the birth of zero tolerance.

Originally created at the federal level to address firearms on school property, local and state governments and boards of education began to develop their individual zero tolerance laws, rules, regulations, policies, and procedures.

In preparation for this discussion, research the intended consequences of the original zero tolerance laws, as well as the unintended consequences.
