Historical events such as the 1993 bombing of the World Trade Center, the Oklahoma Federal Building bombing in 1995, the 2001 terror attacks in New York, Washington, and Pennsylvania, and the Boston Marathon bombings in 2013 have all been horrible events that have given emergency managers an opportunity after the fact to assemble a catalog of lessons learned. Threat evaluation, prevention, mitigation, preparedness, and, ultimately the first responders’ response to an incident largely depends on how people react to threats against public health and public safety. These four events were all catastrophic. They all involved “bombs” of varying types and degrees. Sadly, bombs are “tried and true” methods employed by both domestic and international terrorists; therefore those engaged in the work of emergency management must be aware of historical events in such a way as to build on the catalog of lessons learned. In short, bombs have a devastating effect on public safety and public health and, for that reason, planning for the future requires an understanding of the past.

Unlike those in many other countries, we have the freedom to go about our business without significant restriction. Americans often resent intrusions into their privacy, even when known threats exist, such as bombs on aircraft; yet people do not want their civil liberties infringed upon in the name of security, even though their lives may be at stake. While suicide bombs are common elsewhere in the world, the United States has not yet experienced this type of public event. The FBI predicts that at some future point, a suicide bombing event will occur in our country.

Your written assignment this week is to provide a free-form narrative about what you think would best protect our way of life in America, especially when we are confronted with the fact that bombs are a tried-and-true method of terrorism and that we have such a free and open society. The purpose of this assignment is to get you to think about our individual freedoms, how those freedoms may inhibit our ability to stay safe, and how we can find balance between civil liberties and civil safety.

Use your imagination and openly address the issues brought forth in the bomb incident management section as described in your textbook this module. Then reduce to writing your proffered analysis and solution to what could be one of this country’s most significant security concerns in the coming years.
