Instructions: Craft your main forum answer is like a short paper directly answering the topic of the week with a well written response that fully utilizes the required readings for the week with at least 250 words. Focus only on the assigned question(s) in a scholarly manner using in-text citations from the required readings (save your personal experiences and opinions for your four forum replies in any given week). Each sentence quoting or paraphrasing any ideas or information from any source must be cited properly including the author and year of publication. Do not cite the APUS lessons — they are just basic information to start the week off and is not meant to be a primary source for you to reference in your reply (to receive full credit you must utilize and cite the listed required readings for that week). If directly quoting from the readings (or other scholarly sources), you must also include the page or paragraph number that you are quoting from like (Hoffman, 2006, p.7) or for articles and sources without pages (Renner, 2016, para.15). If you are directly quoting and there is no page number to cite, then you manually count the paragraphs and cite that number. You must first provide your own initial forum answer before replying to any classmates or the professor. The four replies of the week are more of a free flowing classroom discussion which offers you an opportunity to leverage your relevant personal experiences and express your thoughts and opinions. You will also reply to my follow up question in your own forum string, and also read and acknowledge the Professor wrap up forum I post toward the end of the week. . On page 21 of the BENS Issue Paper, Private Partnerships, Public Safety, six key takeaways are offered regarding what is needed to develop purposeful public-private partnerships. For this discussion, select one of these to focus upon, its potential impact upon homeland security, and how it could be positively addressed at the federal, state or local level.

Private sector partners must overcome the misperceptions that the government is intentionally or needlessly holding back information. This can be accomplished through a better understanding of public safety entities’ structure or authorities (BENS, 2016)

One of the most aggravating thing I have experienced in my military career was sitting at a checkpoint in the middle of Iraq with almost zero vehicles coming through. I felt like my time and energy was being wasted, at the time I had no idea that I was part of a much bigger operation that was targeting a high valued target.In the same way the private-public partnership can leave the private sector feeling left out.To this end, the DHS and other intelligence and law enforcement partners must communicate with the private sector in such a way that they are getting the information that they need (DHS, 2013).

There needs to be an understanding on the private sector side that the information being shared with them is as much as possible given problems such as the needs of secrecy to protect assets that provide information.To this end, the private-public relationship needs to come to an agreement with what information is needed form the public sector (BENS, 2016)This will also allow for communication between the private-public sectors, this communication will serve to bring a closer relationship and understanding of each other.Once there is an understanding of how the government agencies operate, the private sector partners will begin to operate on the information that they are receiving knowing that it is good information.This will happen do to the fact that they trust their public sector counter parts.

As with any relationship, communication is key to how the well the relationship will work.It is up to both the public and private sectors to communicate openly with each other. This will bring a closer relationship that will benefit both.

In the Bens Issue Paper, Private Partnerships, Public Saftey, it is identified that private and public partnerships need to “overcome misconception” that the government is withholding information (p. 21, 2016). It is an assumption that if misconceptions between private and public partnerships are due to lack of communication which results in a lack of trust in government. Communication limits the effectiveness of the Department of Homeland Security’s (DHS) ability to remain flexible and adaptable as DHS relies on partnerships to facilitate a network that is interoperable community (DHS, p. 31, 2014).

The 2014 DHS Quadrennial Homeland Security Review notes that “aligning interests and identifying outcomes” between private and public entities (p.57., 2014). Developing a unity of effort between private-public safety and security partnerships will ensure a unity of effort is developed to ensure that an result or common goal is achieved. The common interest will ensure that duplicating efforts related to the partnership using a Memorandum of Agreement, Mutal of Understanding, or plan outlines capabilities or shortfalls further enhancing communication between entities. Additional benefits of enhanced communication will identify safety and security areas that are in need of investment while also reducing redundancies in processes or work.

From 2013-2017 Customs and Border Patrol (CBP), improved communication, dissolved misconceptions, and improved unity of effort by Private Partners that offered additional services in support to CBP. CBP gave reimbursements for those services which resulted in improved CBP practices, traffic flow, and increased inspections (GAO, 2018). The result of Private-Public communication allowed for safety and security to improve furthering the government and private enterprise resiliency.
