There're already 4 pages in my draft, so you can either continue working on it or rewrite/revise the whole paper to make it 10 pages. According to my professor's comments, the paper still need to address the following aspects:

1. There are illustrations of gentrification in Harlem. However, there are no explanations on why they take place. Is it because of rezoning? Is it because of urban renewal? Why rezoning is required in Harlem? These are key questions that are left unanswered.

2. You are confused about the differences of urban renewal and rezoning. Urban renewal is referring to a specific period in the United States. It has certain specific historical characters. For the discussion on rezoning, it is tied to the neoliberal reform. You need to make some distinctions here.

3. Your paper is about rezoning, but there is actually very little about rezoning. If it is about rezoning in Harlem, you will need to analyze and describe the rezoning plans implemented there at least in the last 10 years.

The work cited as well as the cover page are not included in the 10-page. The rest of the paper should try to answer the questions above and you can add more information or analysis about this topic. Thank you!
